牢牢把握党的二十届三中全会关于纪检监察体制改革部署，以重点改革突破带动工作整体提升。促进完善党内法规制度体系。协助党中央修订《国有企业领导人员廉洁从业若干规定》，制定党委（党组）对下级党组织“一把手”开展监督谈话工作办法、诫勉工作办法，为依规治党提供有力支撑。完善监察法配套制度。修订《中华人民共和国监察法实施条例》，制定《监察工作信息公开条例》，印发《监察机关采取监察强制措施审批工作规定》和留置场所、谈话场所管理办法等。加强修改后的监察法宣传贯彻，深入开展全员培训，强化监察法治理念。深入推进纪检监察派驻机构改革。完成向中管企业全面派驻纪检监察组。加强中央纪委国家监委派驻机构措施使用管理、指定管辖案件统筹协调，研究起草关于监察再派出的指导意见，优化省、市级纪委监委派驻机构设置，稳妥有序推进省级纪委监委向省属高校和国有企业派驻纪检监察组试点工作，派驻监督有效性进一步提高。推动完善党和国家监督体系。完善纪检监察专责监督体系，制定《纪检监察机关监督检查审查调查协作配合工作规定》，推动“室组地校企巡”协调联动。完善基层监督体系，全面完成县级纪委监委派驻机构集中办公，推动市、县级纪委副书记易地交流，促进解决基层监督力量分散、熟人社会监督难等问题。完善监察执法与刑事司法衔接机制，深化纪检监察监督与各类监督贯通协同。
